Composition
The Board of Public Works consists of five (5) members, each appointed administratively by the First Selectwoman. Members serve two-year terms, and one (1) member of the Board shall also be a member of the Board of Selectpersons.

Purpose and Authority
The Board of Public Works serves as the policymaking and oversight body for the Public Works Department, exercising the powers and duties outlined in the Town Charter.
Responsibilities
The Board’s responsibilities include, but are not limited to:
- Providing general management and supervision of the Public Works Department
- Establishing operational directives to be carried out by the Director of Public Works or other managerial personnel
- Approving annual budget proposals before submission to the Board of Finance
- Developing, approving, and monitoring a five-year capital plan for the upkeep and replacement of Public Works equipment
- Approving all departmental financial line-item transfers throughout the fiscal year
- Adopting rules and regulations governing departmental operations and personnel
- Fixing compensation for supervisors and employees within the Department, subject to budgetary limitations and labor agreements where applicable
Personnel Oversight
The Board is responsible for interviewing applicants for new employment positions within the Department and making hiring recommendations to the Board of Selectpersons.
Departmental Functions
In conjunction with the Town Engineer, the Department of Public Works is responsible for:
- Planning, surveying, constructing, reconstructing, altering, paving, repairing, maintaining, cleaning, snow removal, inspecting, and lighting of highways, bridges, sidewalks, curbs, public drains, and other public improvements and buildings
- Preserving, caring for, and removing trees within highways and public places
- Collecting and disposing of garbage, rubbish, and ashes
- Operating the transfer station, as determined by the Board of Selectpersons
Seasonal Staffing
The Department may employ temporary full-time labor during the summer months to care for and maintain Town parks and municipal and school fields, as determined by the First Selectwoman.
