GENERAL STATEMENT OF DUTIES:

 Performs professional accounting work in the receiving, recording, and reconciling of revenues, maintains accounting controls of a major area of the operating budget of a department. Also performs administrative accounting work of some complexity and variety in the areas of accounts payable, receivable, payroll; performs assigned related department program tasks and general office clerical work. This position is also responsible for detailed and accurate data entry.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Plans and organizes work according to fiscal year schedule and established or standard office procedures.
  • Performs a variety of accounting tasks in the functional areas of accounts receivable, accounts payable, cash management, payroll, rental collections and related financial areas
  • Prepares preliminary and final financial statements according to generally accepted accounting procedures.
  • Maintains account ledgers and transfers data to general ledger.  Sets up and maintains accounts records for special projects, grants, and related fiscal events.
  • Prepares and maintains employee payroll systems as required.
  • Prepares the reconciliation of employee withholding and Social Security payments and preparation of reports for state and federal agencies.
  • Participates in the analysis of data processing accounting applications.
  • Prepares statistical and narrative reports for Supervisor.
  • Assists in the collection and preparation of budget information for preliminary planning of the operation budget of a department.
  •  Provides general information to contractors, financial institutions, and the public concerning assigned accounts section or special grants programs.
  • Coordinates month end close processes
  • Prepares timely account reconciliations
  • Assists in payroll recording activities for the Town
  • Maintains asset management records
  • Prepares monthly Standard Journal Entries, as assigned
  • Assists in complex accounting entries-recording of interfund transfers
  • Maintains insurance record keeping activities
  • Records cash receipt entries
  • Assists in contract record management
  • Processes accounts receivable accounts and collections
  • Performs general bookkeeping duties as assigned
  • Assists in gathering files and information for the annual audit as assigned
  • In addition to the essential duties and responsibilities, the employee will be required to perform any other duties assigned by his or her supervisor.

QUALIFICATIONS:

KNOWLEDGE, SKILL & ABILITIES:

  • Knowledge of principles and practices of general and municipal government accounting and budgeting.
  • Knowledge of principles and practices of accounting and auditing including general ledger, debit, credit, journal entries and audit procedures.
  • Knowledge of principles and practices of posting, reconciliations and double-entry bookkeeping.
  • Knowledge of generally Accepted Accounting Principles.
  • Ability to apply general account theories and practices in governmental accounting practice.
  • bility to analyze, design, install and maintain accounting systems to meet needs of department.
  • Ability to present technical financial information in a clear and concise manner.
  • Ability to acquire a working knowledge of administrative laws and related intergovernmental regulations.
  • Ability to deal with representatives of government agencies, staff members and the public in a positive manner.
  • Excellent organizational skills
  • Attention to detail and accuracy.
  • Must be proficient in Excel Spreadsheets

EXPERIENCE & TRAINING:

  • The skills and knowledge required are generally acquired with a Bachelor’s degree in Accounting, Business Administration, Economics, Public Administration or some closely related field.  Graduate training in any of the aforementioned disciplines highly desirable.
  • 2-5 years accounting experience with fund accounting

SUPERVISION RECEIVED:

  • Works under the direct supervision of the Accounting Manager and Finance Director.
  • Works under general supervision of the First Selectperson
